Households whose incomes do not exceed 30 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is no more than $34,100).
Households making between 30 and 50 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $34,100 and $56,750)
Households making between 50 and 80 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $56,750 and $90,850)
Households making between 80 and 120 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $90,850 and $106,050)
Households making more than 120 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is $106,050 or greater)

Severely Rent Burdened Households
Definitions
The share of households paying more than half of income on rent and utilities.
Severe rent burden measures an extreme lack of housing affordability. It is well above the standard federal affordability threshold that states households should have to spend no more than 30% of income on housing costs.

Households making between 30 and 50 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $34,100 and $56,750).
Households making between 50 and 80 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $56,750 and $90,850).
Households making between 80 and 120 percent of the LA County area median income in 2023 (e.g. for a household with 3 people, the household income is between $90,850 and $106,050).

Shortfall of Affordable Housing Units
Definitions
A unit is considered AFFORDABLE if the household pays no more than the the share of income you’ve selected on the right on their housing.
A unit is considered AVAILABLE if it is:
(1) vacant and for rent OR
(2) occupied by a household at below the income levels of you’ve selected. In other words, the housing unit is NOT being “taken” by a higher income household despite the fact that it’s affordable to a household at a lower income level.
If you’ve selected “Overcrowding Included” or “Severe Overcrowding Included”: a housing unit will not be considered “affordable and available” if the household living in it is overcrowded (even if all of the other affordable and available criteria described above are met.
- Overcrowding is defined as having more than one person per room of the housing unit, excluding kitchens and bathrooms.
- Severe Overcrowding is defined as having more than 1.5 people per room of the housing unit, excluding kitchens and bathrooms.
